Transfer Tool gives the following error on version 92 systems when a package doesn’t exist for an account:

 

The "Account" restore module failed because of an error: Failed to
create the account: Hook denied creation of account: Failed to
handle event Accounts::Create. Error: API request failed.

In version 92, the Transfer Tool is requiring that an account have a package in place before the account can be restored, leading to the above error if it is not present.

 

You can either create the package with that name on the Destination machine or include the package as part of the transfer using the “Packages” tab inside Transfer Tool.
